Temporary PFAS Water Treatment Plant

Project Overview

Construction of a temporary municipal water treatment plant to treat PFAS contamination in the City of Woodbury’s water system. The facility was designed to provide treatment for four of the City’s six wells exceeding water quality standards, delivering a rapid response solution to maintain safe drinking water.

The project included installation of granular activated carbon (GAC) treatment systems and associated process equipment, with equipment coordination, layout, and procurement driving the critical path. Major equipment was procured prior to final GMP establishment to mitigate schedule risks and support accelerated delivery.

The facility was designed and constructed in approximately 114 days from design through start-up, with process systems ready for testing and commissioning within 16 weeks of notice to proceed. Construction was completed during the COVID-19 pandemic, requiring active coordination with vendors to address supply chain disruptions and maintain schedule.

During design and construction, an additional well was identified for treatment and incorporated into the project scope without impacting overall delivery. Since initial completion, additional phases have been implemented to expand the system’s capabilities.
