Rice Lake Construction has completed the Otsego West Wastewater Treatment Facility Improvements project. The upgraded facility expands capacity, modernizes treatment systems, and supports the City of Otsego’s long-term growth and regulatory compliance. 

Project Background & Purpose 

The West facility is one of two primary wastewater treatment plants in Otsego, with the original plant entering service in 2005. This project expands and updates the facility to handle a growing population, strengthen compliance, and improve operational resilience. 

Scope of Improvements 

Key upgrades included modifications to the Pretreatment Building with new coarse screening equipment, as well as the construction of a Fine Screen Building and new biological treatment basins. Additional facilities were built, including a Membrane Treatment Building to house the new MBR process equipment, a Blower Building, a Cascade Aeration system, and an Administration Building with offices and garages. The project also repurposed the existing UV Building, added additional odor control units, upgraded sludge thickening equipment, and added new electrical systems, process piping, and SCADA controls throughout the site. 

Key upgrades included work on the existing Pre-treatment Building, adding an additional Fine Screen Building, and new Biological Treatment Basins. Additionally, a new Membrane Treatment Building was built to house the new MBR Treatment Equipment.
